In a medium bowl, place the cream cheese, Greek yogurt, half of the green onions, 3 tablespoons of the jelly, salt and garlic powder. Stir to combine with a spoon or fork. Transfer to a shallow serving dish, and spread into an even layer.
Spoon the remaining jelly on top, and smooth it into an even layer. Sprinkle with the remaining green onions. Enjoy immediately with crackers, or refrigerate until ready to serve (let it stand at room temperature for 15 minutes before serving).
Notes
You can use ricotta cheese or sour cream in place of the Greek yogurt, if you'd like.
